The structural disconnect between how the federal government funds new technology and how it sustains that technology over time is quietly starving the budgets needed to reinforce AI adoption once systems go live.

According to a recent analysis by Bob Etris, managing partner of Evans, appropriations cycles create a situation where long-term sustainment budgets look drastically different from initial implementation funding.

This pattern, Etris argues, starves the reinforcement process of resources the moment a system launches.

This funding gap hits AI projects especially hard because behavior change—the human side of adopting new tools—takes 60 to 90 days of active reinforcement to become habitual.

When sustainment budgets close after implementation, agencies lose the financial runway needed to help employees actually use the AI tools they were trained on. The result: the workforce never fully adopts the capability, and the intended productivity gains fail to materialize.

The problem sits inside a larger capacity crunch across the federal workforce. Recent Fed Market Monitor survey data shows that half of federal leaders are not confident their agency’s current staffing levels can meet mission objectives.

Retaining top talent has emerged as the clear top priority (27%), followed closely by implementing new technology and automation (21%). With teams already stretched thin, leaders do not have the luxury of waiting out heavy training lags. Yet the very funding cycles designed to control costs end up undermining the long-term success of AI investments.

Etris points out that federal agencies operate under unique realities that commercial change models were not designed to handle. Rigid security authorization timelines and governance structures routinely decouple technology readiness from workforce readiness.

The workforce is often briefed on a tool months before it is authorized, or they gain sudden access to a platform they were never meaningfully prepared to use. When you layer on top of that a funding model that cuts off reinforcement budgets right when a system goes live, the odds of durable adoption drop sharply.

Our analysis suggests that this funding dynamic may be the single most overlooked barrier to AI success in government. While much of the conversation around AI adoption focuses on technical readiness or data quality, the real bottleneck could be a budget structure that treats reinforcement as a one-time expense rather than an ongoing investment.

When employees appear to resist a new AI tool, they are usually just rationally managing limited bandwidth—and a workforce that is full to capacity cannot absorb another change without sustained support.

To break this cycle, Etris recommends building reinforcement infrastructure directly into existing operational rhythms rather than relying on separate, dedicated funding streams.

Designating internal champions with real credibility and giving supervisors the visibility to catch process regression early can be achieved with a light operational footprint, provided there is sustained leadership commitment. But without a fix to the underlying appropriation cycle mismatch, even the best-designed reinforcement plans risk running out of money before they can take hold.

The real cost of delayed AI adoption is not just wasted software licenses. When the human layer is treated as a late-stage task, transition windows stretch unpredictably.

Parallel operations run longer than planned, mission outcomes degrade while the workforce straddles old and new processes, and oversight entities begin to question the return on investment.

The proactive work required to align the workforce feels expensive only until you price what an extended, inefficient transition window costs an agency.

For federal program managers, the lesson is clear: the technology will inevitably land.
